Singapore

Enterprise Singapore is appointed by the Ministry of Trade and Industry (MTI) as the safety agency to administer the Singapore Consumer Protection (Safety Requirements) Registration Scheme (CPS Scheme) under the Consumer Protection (Safety Requirements) Ordinance (CPSR).

The CPSR calls for 33 household products, also known as "controlled goods."

Japan

Safety certification in Japan is based on the Electrical Appliance and Material Safety Act (DEN-AN Act), the Consumer Product Safety Act and the Household Goods Quality Labeling Act.

Japan's Ministry of Economy, Trade and Industry (METI) is the regulator of mandatory safety certification and labelling requirements.

1. Product Safety Electrical (PSE) approval is based on DEN-AN law.

METI assigns a Certification Assessment Authority (CAB) for PSE certification.

Currently, the DEN-AN Act specifies about 450 appliances and materials that must comply with the DEN-AN Act or international IEC standards (there is a CB scheme) but are subject to Japanese regulations.

The electrical products specified by METI are divided into two categories:

1. Designated electrical products (116 products are designated as SEP, which specifically requires regulations for safety reasons). Before manufacturers or importers must label products with the Diamond PSE mark, these products need to pass a conformance test to register with the CAB.

2. Non-designated electrical products (341 pieces). Manufacturers and importers of these products can self-declare compliance by testing the technical requirements of DEN-AN at the manufacturing stage and keeping copies of the test reports as well as by applying the Circle PSE mark to the product.

Importers have certain obligations:

Submit formal notice to METI

Confirm compliance with technical requirements and conduct self-inspection

Domestic importers can conduct conformity assessment on registered CABs and obtain certificates of conformity (SEP) for specific appliances and materials

Foreign manufacturers may apply for an assessment equivalent to a conformity assessment and obtain/retain an official copy of the "Certificate of Equivalence"
