United States

The Occupational Safety and Health Administration (OSHA) developed the Safety and Health Information Bulletin (SHIB) to increase understanding of the standards associated with OSHA's National Accredited Testing Laboratory (NRTL) program.

Many OSHA standards contain NRTL "approval" requirements for "specific products". The NRTL approval process usually includes NRTL testing, inspection and certification of products.

OSHA standards do not specify safety requirements that products must meet. These requirements are regulated by the American Standard Setting Organization.

National Accredited Testing Laboratories (NRTL) are OSHA accredited third party organizations with the technical capabilities to conduct safety testing and certification of specific types of products.

After the product is certified, the NRTL authorizes the manufacturer to apply the NRTL registration certification mark on the product.

The categories (products) required for equipment are approved by the NRTL in accordance with the provisions of General industry standards (Title 29 Part 1910, Code of Federal Regulations).

Canada

In Canada, responsibility for health and safety lies with the provinces and territories. Each province and territory has specific regulations governing electrical safety in its jurisdiction, which includes the adoption of regulations and standards and the establishment or assignment of the agency administering the regulations to the authority with jurisdiction (AHJ).

The provinces and territories have adopted the Electrical Code of Canada (CE Code), Part I, with minor amendments to provide uniform electrical regulations and standards throughout Canada.With respect to equipment standards, these requirements are essentially set through Part II of the Electrical Code of Canada. This ensures that devices installed with the CE specification will be compatible and safe to use under the installation rules.

The federal government also plays a role by establishing and funding the Standards Council of Canada (SCC), an official corporation that regulates all electrical products in Canada by certifying conformity assessment bodies (such as test laboratories and product certification bodies) to internationally recognized standards.

In the SCC certification requirements, the Canadian Electrical Safety Advisory Council (CACES) is recognized as the central regulator of electrical safety. CACES provides a forum to discuss the safety, technical and regulatory aspects of setting, promoting and implementing electrical standards in Canada.

The Mexican Official Standard (NOM) is one of the main components of Mexico's consumer protection policy. It is considered to be national mandatory rules for businesses that establish technical norms regarding safety and/or information in the production and commercialization of products and services.

NOM certificates are mandatory and apply to more than 2,000 product categories ranging from electronics to home appliances. When products are imported into Mexico, the customs authorities will require NOM safety certification.
