Telecommunications and radiocommunication equipment sold in Singapore must be registered by the Infocomm Media Development Authority (IMDA) of Singapore. Before registering the equipment with IMDA, the equipment must comply with the relevant IMDA standards/technical specifications.
Equipment registration is the process by which telecommunication equipment is recorded in IMDA according to the supplier's Declaration of Conformity (SC) submission. SSC states that the supplier has been assessed for conformity in accordance with IMDA standards. The declaration shall be based on IMDA approved local or foreign body certification or testing of the equipment.
There are five types of applications, depending on the registration scheme and device type:
Enhanced Simplified Device Registration (ESER) - Self-declaration
Simplified Device Registration (SER) - Self-declaration
General Equipment Registration (GER) - a statement certified by an IMDA accredited Certification body (CB) or assessed by IMDA. The GER application is also an option for device categories that are part of the SER/ESER program but subject to registration fees under the GER program.
Certification Authority's General Equipment Registration (GER-CB). Ger-cb is only applicable to authorized CB applicants who have registered all types of equipment with IMDA-accredited certification bodies in MRA Phase 2.
Apply for Confirmation of Compliance (COFC). COFC is voluntary telecommunications equipment that does not require any sales license (equipment that does not need to be registered), such as fax transceivers.
IMDA accepts test reports that show the test results of equipment tests completed in accordance with IMDA standards by:
1. Imda-accredited testing laboratory according to the Phase I mutual recognition agreement
2. Test laboratory accredited by IMDA accredited accreditation body
3. Device manufacturer

Japan
The Radio Law of Japan requires type approval (i.e. certification of compliance with technical regulations) of designated radio equipment. Certification is mandatory and the certification body is a registered certification body recognized by the MIC in the designated range of radio equipment. The Telecom Engineering Center (TELEC) is the main registration and certification body for radio equipment compliance certification in Japan.
(1) TELEC authentication standard
The certified technical standards can be found in the classification and technical standards of designated radio equipment listed in the Technical Regulation Compliance Certification system on their official website. It is important to note that in the event of any discrepancy between these technical standards and the technical requirements of Radio Regulatory Commission Rules No. 18, the Radio Regulations shall prevail.
(2) Authentication type
TELEC Certification includes Test Certification and Type Certification. Test certification is for each device unit verification, the certification is only valid for each verified device unit.
Type certification is the validation of a batch of equipment samples of the same design and manufacture. The certification is valid for the batch of equipment, but if the design or manufacture of the equipment is changed, the equipment will need to be re-certified.
It is worth noting that the use of non-low-power radio stations and their terminal equipment requires a license from the MIC.
In addition, there are two types of compliance certification for telecom terminal equipment:
For ordinary telephone devices, as long as the JATE certification in accordance with the requirements of the Telecommunications Business Act;
For wireless terminal devices, in addition to JATE authentication required by the Telecommunications Business Law, TELEC authentication required by the Radio law is also required.
